☞ Findings related to the four pillars of UNSCR 1325: WOMEN’S PARTICIPATION This is the pillar that participating States have focused on the most in their National Action Plans. However, when it comes to specific actions on how women’s participation should be enhanced, the language is often less clear. We have faced many challenges in the past 20 years in implementing all four pillars of UN Security Council Resolution 1325 (UNSCR 1325). Women too often remain excluded from negotiating tables and decision-making processes in the realm of peace and security.
In a presidential statement in 2004, the United Nations Security Council (UNSC) encouraged national-level implementation of UNSCR 1325, the landmark resolution of the Women, Peace and Security (WPS) Agenda, including through National Action Plans (NAP) to implement the four pillars of the resolution. The four pillars help policy makers do at least three things more effectively: Involve women in different aspects of international peace and security decision-making. Through these four pillars, UNSCR 1325 highlights the importance of women’s inclusion as a matter of equity and effectiveness in any matter of peace and security. We have faced many challenges in the past 20 years in implementing all four pillars of UN Security Council Resolution 1325 (UNSCR 1325).

On Oct. 31, 2000 the United Nations Security Council unanimously adopted Resolution 1325 on women, peace and security. It was intended to address modern warfare’s increasing impact on civilians, including women, and the exclusion of women from post-conflict peace processes.

3 Since 2000, seven additional resolutions on Women, Peace and Security have been adopted: UNSCR 1820 (2008), 1888 (2009), 1889 (2009) 1960 (2010), 2106 (2013), 2122 (2013), and 2242 (2015). There are four pillars in UNSCR 1325: Participation, prevention, protection, and relief and recovery. These pillars strengthen the actions of women and civil society.
Resting on these four pillars, UNSCR 1325 challenges the traditionally masculinized and militaristic peace and security realm, which excludes the experiences and contributions of women. UNSCR 1325 identified four pillars to support its goals of empowering women in conflict zones: Participation, Protection, Prevention and Relief & Recovery. This was an ambitious, hopeful step toward peace, taken by key members of the global community.

Four pillars of implementation In 2009, Resolution 1889 called on the Secretary-General to develop a set of indicators to track the implementation of Resolution 1325. The indicators are used for UN programming, but have also been adopted by member states and NGOs.
